It's the image that shows up when a link to your site is shared in messengers and social media. The standard size is 1200×630 px; if the proportions don't match, the image may get cropped or show padding.
Shrinking has minimal quality loss. Enlarging a small image up to a larger size can make it look soft — for covers, start with an image at least as large as the target size.
